Which half failed
A panel, a fan or a door is banded, and readable before the van leaves. The water circuit is not, and pretending otherwise puts a number on work nobody has looked at.

A descale that clears the message is maintenance, priced as maintenance. A boiler still reporting itself scaled after the full cycle has moved past that, and it is quoted differently.

A steam oven stacked in a tall cabinet has to come out of it and go back without marking the trim. That is access time, and on some runs a two-person lift.

Left long enough it stops being a boiler question and becomes a tank and pump question. Whatever it has touched is in the written quote, not in a surprise at the end.
Why three bands cover most of it
A steam oven looks exotic and mostly is not. Take the water circuit out of the picture and what is left is a fan oven with a touch panel, stopped by the things that stop any fan oven: a board gone deaf after the power blinked, a bearing that has started to sing, a door no longer square against its seal. Those are banded, and the bands are printed above.
Why the water side gets no number
Because the honest answer depends on what a descale does, and the oven itself decides how many rinses it wants by looking at the rinse water — which tells you the scale is not a fixed quantity anybody can price in advance. Run the cycle, see whether the message goes, quote with the fault in view.
Wolf’s own position is that a message surviving a descale goes to service. That is the line where owner maintenance ends, and quoting past it before looking is guessing with somebody else’s money.
